Chief Financial Officer

Our client is currently seeking to employ a full-time CFO with immediate effect preferably an EE Candidate.  It is is part of the National Technical Infrastructure Unit of the DTI.

Job Requirements
  • Preferably a CA (SA) or CIMA with relevant experience OR a B-Com Honours in Finance (with articles), MBA will be an added advantage.
  • Experience in strategic planning and execution, financial modelling, budgets, cash flow management, inventory control, project accounting, asset management, statutory report requirements. The ideal candidate will be responsible for financial strategy, financial planning and analysis, financial reports, company audits, compliance, and bank relationships.
  • They will collaborate with the CEO and the executive team to make decisions regarding company's financial strategy and operations (profitability).
  • The candidate should possess a strong background in finance and management more than 5 years of which should have been in PFMA
  • Sound financial management, accounting, procurement, provisioning and internal control systems and processes for the organisation in compliance with the relevant legislation.
  • The candidate should be able to be immediately operational without intense training except for the client’s specific business model
  • Candidate must have sound knowledge and understanding of public sector financial regulations and policy frameworks, and supply chain management processes.
  • Candidate must have Board presentation experience as the CFO
 
Remuneration (CTC)
  • Approximately +/-R 1 200 000 per annum (negotiable)
 
Responsibilities
Responsibilities will include but not be limited to the following:
  • Development of a financial and operational strategy, financial strategy, and the ongoing development and monitoring of control systems designed to protects company assets and report accurate financial results.
  • Focus and accountable for the administrative, financial, and risk management operations of the Group,
  • Develop and recommend financial policies and ensure compliance with   PFMA, King II and III, GRAP/GAAP, etc.
  • Oversee and monitor the budget monitoring process, produce timely financial statements, reports
  • Advise CEO and other business units (business operations)  on financial function and profitability issues
  • Enhance cost effectiveness and efficiency in the delivery of services and administration of the unit
  • Responsible for safeguarding and maintaining an asset register, and
  • Provide effective professional leadership, and ensure the establishment of sound financial management, accounting, procurement, provisioning and internal control systems and processes for the organisation in compliance with the relevant legislation.
  • Assist in formulating the company's future direction and supporting tactical initiatives
  • Monitor and direct the implementation of strategic business plans
  • Manage the capital request and budgeting processes
  • Develop performance measures that support the company's strategic direction
  • Understand and mitigate key elements of the company's risk
  • Arrange for debt and equity financing
  • Investment of funds
  • Report financial results to the EXCO and board of directors
  • Prepare necessary PFMA and Treasury reporting (Business Plans, Quarterly Reports etc.)
  • Perform any other function as delegated by the CEO.
 
Qualifications
  • The minimum required qualification for this position is a B.Com Accounting (Honours) with articles and preferably Business Administration qualification.
  • Chartered Accountant (CA) qualification will be highly advantageous
  • Advanced Microsoft Office user (Word, PowerPoint, Excel, PowerPivot)
  • Minimum 7 years’ experience as a Chief Financial Officer with staff reporting to position
  • At least 4 years experience as a CFO in the Public Sector
  • Advanced knowledge of Public Sector Accounting principles, PFMA, Public Sector reporting etc.
  • Up to date knowledge of current financial and accounting computer applications
  • Experience in the mining and corporate environment at financial executive level will be advantageous.
  • Valid driver's license and own transport
